I don't. I do not want the ability to preserve a CPU when SDC'ing. I just want the old system back that would let me estimate my chances of clearing after an SDC (give me back the checkmarks for cleared upgrades prior to check-in). This new system is guaranteed to allow lower-tier passengers to upgrade ahead of higher-tier passengers.

Now, I would love a policy change that would allow 1K instruments to clear into PN space, but that's a different question altogether.
