Citi HK escalated my chargeback to No Cardholder Authorization. I didn't initially agree with it and involved cancelling and reissuing my card.
But it did seem to do the trick cos I got a stack of 17 papers with everything AIG has asked for in the post tonight from Europcar via Citi, which I scanned and emailed back to AIG ASAP.

Citi HK will now reinstate my damage charge but hopefully I should be reimbursed substantially by AIG.

Receiving the documents made me think horribly of Europcar. Everything was there - the accident report which I dutifully filed but the Europcar return agent can't even manage to give me a copy of (I snapped a copy on my iPhone prior to submission), a proper damage report, expert's repair evaluation, even my original scrawly credit card charge slip.
Why can't they scan and send the damage report or repair evaluation over when I asked them nicely? It's not a GDPR issue - my email was on the original rental agreement, as was my real mailing address.

Oh - one more note - when I commenced my rental (which was one of two rentals I arranged with Europcar in France) I was involuntarily "upgraded" to a vehicle substantially larger than I booked (to go back to a smaller vehicle which had automatic transmission would cost me EUR200 extra).
I made them stick to the price they quoted and they delivered the larger vehicle. I realised my mistake 10 minutes out of the airport carpark and onto the narrow Nice streets. I did not get into trouble straight away and got into the accident later.
For the second rental (in Mulhouse) they delivered the correct car but the streets were a lot wider there anyway.
