I questioned the lady at check-in Dubai about the up-charge

she made a big deal about it being a courtesy them giving me a window exit seat at no charge

this is the first I have seen of the policy and apparently Golds should not be up-charged

Golds do get access to 1st Class Lounge in Dubai which I did like ;-)
