Female voice that announces time on the hour: same at all US airports?

At East Coast airports that I fly through, the same female voice seems to make some announcements. For example, on the hour, a gong-type noise sounds and the female voice announces, “The local time is... o’clock” or the like. I heard the exact same voice at CLT and other airports recently.

Strange but minor question: is this an FAA or TSA requirement? Otherwise, why is the voice the same in numerous airports?

Yes, I know I clearl fly too much!
