Ideally, you would have called to request a retention offer after the annual fee posted but prior to paying said annual fee. That's your maximum leverage period when you can negotiate the offer in exchange for keeping the card for another year and paying the annual fee.

IMO, it's "too late" 30 days after the closing date of the statement upon which your annual fee appeared. Prior to that, you could have received a refund on your annual fee if you cancelled the card (or called and threatened to cancel, thus - perhaps - generating a retention offer.) After that, however, the annual fee is non-refundable and AMEX would have no reason to make the offer.
