Fair enough, but at my company, assuming the article is correct, and the individual actually admitted intoxication on the spot, it would not require the level of effort you are outlining (nor should it in my opinion, assuming direct admission of guilt)

Other articles available indicate the individual claimed he was hung over from overdrinking the previous evening, iirc. The highly probable sample they took will tell the tale. Drinking on the job would likely kick decision making into afterburner and he’ll have to search for a new career. And hopefully a nearby chapter of “the other” AA.
