This seems very anecdotal to me. I agree that in the UK, as in most of the "anglosphere" there is a culture of drinking and "drunks" are far more tolerated that they are in, say, southern Europe, but honestly I would not say Russians can "handle their drink". Death rates for drink related issues in East Europe and in particular in Russia are sky high.

My point is that we should not ban consumption "by law", rather we should ban drunk people from boarding planes and only if and where the situation gets out of control (like the famous low cost flights or terminals) then we should intervene with common sense.
