I agree with most of the advice -- this is cutting it close. But have never had a problem taking Uber between Galveston and HOU when workIng at the port. Also, it should be noted that Galveston is the 4th largest US cruise port, over 50% more pax than, say, Tampa, New Orleans or Seattle.
