Years ago ATL worked like that. Even the bags had to be taken through customs and then again put on the belt. After security one took the domestic transfer train. Finally one was united with the luggage at the domestic arrival hall. It is no more.

Memphis was a NWA hub and I think AMS-MEM was the only long-haul flight. So every one went through security in order to reach the domestic concourse either for arrivals or transfers.
