Indeed. In 2002 I noticed that you could buy a Swiss Army knife inside the scurity area at ZRH, but all flights bound for the US left from an area with an additional screening area (which at the time included 100% removal and X-raying of shoes).

But some items that are permitted by the US TSA may not be allowed by other countries - I'm thinking about things like corkscrews and blunt scissors...
