Most full-service hotels I've been around do indeed offer such a lounge for non-staying guests. It's called a restaurant and usually has much nicer offerings than the lounge, all for purchase.

1) I haven't had cable TV in 8+ years, don't even have a TV in some of my homes.
2) Solo cups? Aw, hell, those are too expensive! The last SHS I stayed at had the cheapest plastic cups you'd ever seen, so I bought a nice stemless wine glass for $0.81 at the Walmart next door, much less than a pack of Solo cups. MUCH nicer than a Solo cup for a proper evening drink as well.
