I just came back from a 25 hour layover in Helsinki. It is definitely colder than I expected, it's mostly wind chill so pack accordingly!

But the city is tiny, you can walk to a majority of the tourist attractions. The ones that are a little further, like Rock Church or Sibelius Monument, are an easy tram ride from the center.
