Until that changes, a Platinum Elite guest has a legitimate right to expect the guaranteed Welcome Gift (1000 points or USD $10 F&B credit) AND guaranteed breakfast for member +1 (in the restaurant because there is not an executive lounge at the property). Also, the Platinum Elite guest has a legitimate right to choose guaranteed late check-out.

If the hotel fails to provide Platinum Elite benefits for a Marriott-branded hotel, then the guarantees apply — no matter what the hotel claims.

I would also argue that any reservations made while the property is officially a hotel should be honored with hotel benefits, not with resort benefits.

If Marriott corporate fails to take this situation seriously, it undermines the Elite benefits program. It puts the Platinum Elite guest and the customer-facing hotel employees in an awkward, adversarial position. That's a heck of a way to treat Platinum Elite guests.

Whether this property meets the standards of being a Marriott resort is a separate issue.

And I'd go a step further. Not sure about truth-in-advertising laws in the UK, but given the hotel's website states it's a hotel & not a resort, that's definitely misleading to consumers. Perhaps someone in the UK could mention it to the appropriate regulatory agency.
