The policy is that they are allowed to board following Zone 2 boarding (so, "Zone 2.5").

Agents sometimes allow them to board first, which is discretionary, But the policy is Zone 2.5.

So if the agent denied them boarding before Zone 1, then that was according to protocol. If the agent denied them boarding at Zone 2.5, then it was against protocol.

But if your sister and brother are Super Elite/E75/E50/E35 or Star Alliance Gold or full fare coach or in Business Class, or they had other means to afford them Zone 1 or Zone 2 boarding, then they were also entitled to that boarding sequence.
