This is exactly how TK responded to my EU 261/2004 claim. A vague, completely non-responsive, apologetic email. I just replied by writing, "You didn't respond to my EU 261/2004 claim. Please either confirm or deny, so that I can then pursue with the appropriate authorities.
just to check, was your TK flight departing from a place in the EU going to Turkey?
If you departed from Turkey and flying in to the EU it wouldn’t be covered by the regulation.
