Correct, my government travel is either booked as Q or Y when flying AS (depending on fare bucket availability/capacity). The Y is technically a "YCA" fare to differentiate, and has not received, nor been eligible for a CoS bonus in any of the instances I've flown on one, as it is a contracted fare pricing (generally far below a standard Y fare ticket pricing).
