What you say is correct, though it is quite normal that you are only able to upgrade flights of the owning airline. But I see how your point is relevant if you fly QR more often than BA.
However, a big problem is that QR doesn't make upgrades particularly attractive either. Eligible booking classes are limited, mileage cost is high, availability is bad and last but not least it no longer applies to lounge access.
The irony is that while getting partner awards with QRPC is indeed a PITA in regards of handling, getting awards with QR itself has become even worse. They cost more, have additional award fees and have among the worst availability of the airlines one can choose from.
On top of that, it's quite a bit harder to get status with QRPC than BAEC, and for people who don't fly that often the expiration policy is much worse. Add to that the literal complete absence of service these days and the total helplessness when things go wrong (which they do ever so often) and you got yourself a worthless FFP.
