You get 2 when you enter the club, but in my experience you are not limited to 2. During long layovers, I have never been denied extra coupons when I ask the front desk.
Hence why it's normally now coded into the BP instead.
However then you get lovely staff like the (older) guy at CLT who refuses to acknowledge the existence of coupons or BPs and just dispenses whatever drink you ask for regardless
