Cell phones have never been a problem for aircraft. The originally reason behind turning them off was analog cell networks in the 90s had tons of issues caused by cell phones on planes skipping from cell to cell extremely fast. At 35,000 you were on the edge of range anyways, and at 550 miles an hour you could go through multiple cells each minute.
