It's clear that they want to avoid this. For example, at SFO, my home airport, there is a separate RCC in the international terminal. Obviously, everyone in that terminal is flying internationally, yet I've never heard or seen anything about drink chits there.
Every single time I walk into the RCC in SFO International, they ask if i want drink chits. Has NEVER failed (could it be because I'm NOT an RCC member and therefore have to show my boarding pass?). Useful too, because they really make a great Bloody Mary there.
