In my airline management days (and I was never executive level), I could book and "self ticket" myself NRPS on any flight in either Y (two-class) or C (business on a three cabin aircraft). I was also able to be upgraded to F on all flights. FWIW, I believe my upgrade prio was higher than elites so I wouldn't be surprised if that's the same at DL.
I was really excited when I got self-ticketing authorization added to my profile. I really didn't use it much, but I did use it for some TATL and TPAC COBUS and that was nice. I also used it to fly in/out candidates to interview for open positions and ticket my employees who needed to fly on COBUS.
There were horror stories about people being audited and fired for abusing/misusing self ticketing, so I never did anything questionable.
Rules and what is available completely changes when you get into those executive level positions and are negotiating your contract/benefits. I know of people (not DL but another major US airline) who have negotiated NRPS in F for personal travel in addition to business trips, including their spouse and children to a certain age. And if they remain with the organization for 10 years it continues as a retirement benefit as well.
