They are provided to everyone on a same-day international itinerary. Usually, they are not offered automatically. You have to request them either at check-in or from the staffers inside (or
both 
). But you have to provide your boarding pass and request the chits.
There was thread out here a few months ago on how you can obtain multiple sets on a single day.
