PE lav on the 788 and 789 is at L2

Exactly.
I still have photos of my early TPAC flights late 2014, early 2015, where the curtains between Y and PE were closed.
In the already existing Premium Economy thread, and elsewhere, there has been repeated mention of how AC removed the curtains, removed the dedicated PE FA and essentially, other than a better seat, removed the "Premium" part of Premium Economy. Some here call it Y+.
And that is aside from the meals where the dinner (first meal) is similar to North American J and the second meal is definitely Y
