1) I view this as a negative because as of now, I have not figured out how to "zero out" my Uber Cash balance. I had a $15 Amex credit applied to Uber Cash, and I needed a $20 ride, so I added $25 to my Uber Cash balance with a credit card. After a few more rides, I now have $3.80 in my "Uber Cash" that I need to use - I haven't figured out how to partially use Uber Cash and another pay method
Just set Uber Cash as a payment method. If the cost of the ride is more than the balance, it will ask you to select a payment method for the rest. You can either pay the exact difference, or choose to reload with $25-$100 for a 2%-5% discount.
2) The AMEX Credit still says that it "expires" one month after issue. I wouldn't trust the ability to accumulate Amex Platinum credits into your Uber Cash account month after month
I would think that once Amex credit is turned into Uber Cash this no longer applies.
To me this seems like a net positive.
