Agree. GVC can easily run a bus (even landslide) that goes through secure area and connect the two terminals in 10 min. They can even make a bundle by charging INR 300 per pax. (about 3 pounds)
There used to be a shuttle bus on the airside. It was used for transferring passengers between terminals. This was before the BOM airport was modernized / new T2 was opened. Then, there was a landside shuttle bus between T1 and T2 for a while. Now there is nothing, which seems like a step backwards.
