When they do a visa transfer so as to place a physical visa on the pages in the new passport, they do so using the new (unexpired) passport's passport number. But it's not a problem, at least not for US passports with an unexpired Saudi visa in the expired US passport presented in conjunction with a current US passport of the same type in the same name and biodata as in the presented expired US passport.

(By the way, do you know if Russia allows visits on an expired visa?)
