The IC is a nice but gracefully ageing hotel in a good position for public transport. The lobby is pretty wow!, but that's where it stops. The hotel's currently going through management changes, so there could be some shifts in upgrade policies as new brooms begin to sweep.

Might be an idea to contact the hotel and ask what those policies are.

If you don't get breakfast, there's a Starbucks across the street, and the Intermark building (housing the Doubletree) is across the main road via a covered bridge and walkway, and has loads of eating options, including a supermarket and food court in the basement level.
