It's not uncommon to be able to find a paid business class ticket that is actually cheaper than an economy ticket on some routes! And paid PEY is often cheaper than economy. It makes all their upgrades somewhat worthless.
But usually the more expensive PEY or Y tickets bear far less restriction than the cheaper J in this case, hence they are indeed targeting different customer groups. This is especially the case for Ex-XXX tickets where R class is just 20% cheaper than I class, but R class allows stopover in HKG, free to change flight and etc whereas I class' restriction is similar to those cheap economy class. There is always a trade-off
