Yes.
I just got off the phone with Expedia, who called Hong Kong Airlines.
1) The downgrade is due to the change in aircraft. I asked to be moved one day before/after, but HX agent insisted the class of service will not be offered any day to SGN in Dec. So, I expect all inbound/outbound flights to be affected.
2) Expedia asked for compensation, but HX agent said there was none.
3) HX offered free cancellations if I would rather have the money.
