That's from a legacy SPG property - most have had Chip & PIN support for a long time, and it will ask for it on PIN-preferring cards. It's not bypassable from experience. These were likely corporate cards that have PIN.
Many corporate cards are PIN preferring. Nothing new here. Now whether the average corporate employee has a clue is a separate issue.
I've checked in at both SPG and MGM properties where I've had to enter my PIN for my corporate card.
