Why isn't it random? What is the logic? A list of random exceptions is not logical just because there is a list.
Not worth arguing about, I guess. But to me,"logic" means that there is a single reasonable rule or a short list of reasonable rules from which everything that is allowed can be deduced. I agree that the list is fixed and does not change unpredictably. But that does not make it logical.
