Attempted to pay for an upgrade twice at EWR.

First time for me and my family from a heavily discounted Y to PEY or J (beggars can't be choosers, so I would have settled for what was available) - counter folks said it wasn't possible. Second time for my daughter from Y to PEY - allowed for US$550 but she was on booking class M.
