Make certain to frame this as not having received the service which you ordered, e.g. a ticket on the flight you wanted rather than making this about fault.

There is a good chance that Expedia will simply miss the deadline for responding to your card issuer (bank) and that will be the end of it. If Expedia does respond that its records reflect that it issued the ticket you requested, it comes down to customer vs. merchant.
