I'm wondering if the answer is the OP having been "targeted" for this offer. AMEX sent me a targeted offer for a PRG, which I have had in the past, so in theory I should not have qualified for a sign up bonus. I called AMEX, and they said since I was targeted I do qualify for the bonus, under the target T/Cs. Maybe Chase did something similar here?
