With the old old rules (N nights across 3 hotels) i wouldnt bother since I know they clearly dont qualify - however I've asked Osaka once about that but didnt get much enthusiastic response then. I wonder if it's still worth trying...
Lowest reported was Orion_1 , a first time unexpected (by him) RA for 2018 calendar year. an 8night IC Honemoon.......... 8nights, 2 diff IC's , spend usd10200++ (see wiki) .... So 3x IC's not required last time around
