There are some hotels -- including in Europe -- which may offer a second room at a substantial discount when the second room is being booked to complete a booking for a family of 3-8 persons. But this usually requires calling in and/or emailing the hotel to see what kind of offer they will make or how they will respond to an emailed request for a discount on a second room (for children) in conjunction with a refundable booking made for 2 adults already.

Also, youth hostels -- some of which do have family suites -- and AirBnb/furnished homes may be something to consider.
