Since the same questions don't apply to all travelers, some would say the same declaration rules may apply but how the rules get pursued and applied varies.
When the kiosks ask for declaration of "food", the kiosks are asking about a much broader category of food than a question that is asking about just a subset of food. Declaring "no" to having "food" when having food that doesn't fit into a narrower, more restricted subset within "food" will not spare a person from having trouble for a wrongful declaration.
