He is on separate bookings and Qantas policy is not to check them through on separate bookings - whether it can be done technically is not the issue

If it was an award booking with onward travel on a OW Carrier there may have been an exception

It is possible that could get an agent that is completely unaware of the policy and do so, but it would be a very risky to base any travel planning on that
