I stayed many times @ Swan & Dolphin as SPG Platinum (One of my favorite hotel in Disney for the location). They are a resort & Convention hotel, and give the 4pm only upon availibility. I would say I succeed to have the 4pm late checkout on 40% of my stays when I asked for it. They are full very often.
