When a $100 Penalty is not a $100 penalty

There is a rule in the change fee penalty I don't think most know about. If you cancel your flight and incur the $100 penalty, they supposedly cannot apply any remaining funds to a fare purchased on CO's website. You have to call and purchase the ticket over the phone, where the fares are much higher. So, if you paid $310 for a ticket on CO's website and had to change the reservation for the next weekend, CO cannot apply the $210 balance to another $310 CO fare that shows up on the website. It can be applied to the $520 telepone call-in fare. So, the $100 penalty actually becomes a $210 penalty
