Depends on the specific property.

Some places it is simply revenue protection, e.g. they want you to take a suite / family room.
Some places it is a matter of local law or regulation, e.g. fire code.

Your best bet is to call the property and ask what might be done. Perhaps you can pay an upcharge, perhaps you get it comped, or perhaps they tell you no.
