Not sure if the fuel price has much to do with the choice of location, but I notice that since Novosibirsk has some aircraft industry (
Novosibirsk Aircraft Production Association named after V.P. Chkalov) and used to host S7 airlines' HQ, I presume there would be suitable facilities to carry out some maintenance work in case some teething problems were found out on a delivery flight.
