I don't agree with your advice. Better for the original poster to send IN WRITING with return receipt to Budget Travel, providing the information that both Budget and Air India told him and advising them that he expects them to honor the reservation even though a refund was incorrectly processed and that he is willing to work with them to help them resolve the issue. He could also notify the credit card company disputing the refund (that would be a first!) with an explanation that he has both called AND WRITTEN to the company so it is on record with a third party that he made a good faith effort to do the right thing.
