My view on this has always been that if people didn't speed at all, then three things would happen:

1) There'd be no speed cameras

2) Police would have far more time to spend on other crimes

3) (best of all) they'd actually raise speed limits significantly. I heard that in Aus they set the speed limits to about 20% below what they consider to be the safe level, as they assume people will regularly exceed the speed limit by that amount.
