I just got my 25k cert, too (8/29 anniversary date). The email notifying me of my anniversary even promised a 35k cert. I called Chase and got a weird response that the problem would be fixed and they would mail me a letter, but still no confirmation.
I just got the same email, but my anniversary isn't for another month or so. I hope the bug is fixed by then and I get the 35K certificate!
