Dulles can get away with a ton because the runways are like ridiculously long, but you never know, what if they had to abort for real prior to reaching takeoff speed and lost brakes or engine or something and had to use the runway up?

Too many what ifs to even think about and the controller let another airplane on the runway and gave permission for a second airplane to cross
