I'm not sure how this can be curbed with the current airport layouts. Perhaps duty-free shops should create staffed designated re-packing area public & airside, like a "lounge" for re-packing, and give such buyers a "lounge pass"? Donki & the large camera shops used to offer free store->airport delivery for large tax free purchases. Perhaps these stores need to up their packaging game to
remove the unnecessary bulk & pack it in a suitcase instead of a box?
