Yes, but the old destination and the new destination must be in the same Avios "zone". As it happens, LAX, SEA and SFO are all in the same zone, so there would be no difficulty from this rule if you were to book any of them and change to any other of them.

Yes, but you will need to phone to book. The surface sector must be shorter than either flown sector. Again, LHR-SFO (or LHR-LAX) and then SEA-LHR will be no problem.
