My wife says they are doing it as a business - people really come all the way to FUK from PVG etc just to buy duty free?
Such is also common at KIX, enough that this has been covered by national news more than few times both on print and electronic media. News are saying that many are doing it as a business and selling items online back home. At minimum adding workload to cleaning people, because many are bulky boxes and suitcases.
Early this year a popular appeal shop in Shibuya area sold limited item, where people lined outside of the store. A store people attending people lining outside and a group of people in line got into argument and scuffle throwing chairs. Incident was cought by cell phone video and showed a group of people yelling in Chinese.
Many department stores and other places frequented by tourists in Tokyo area said it is not that unusual for a group of Chinese speaking people show up and buy large bulk of items.
