As I understand the U.S. does not have an extradition treaty with Taiwan. Revoking Wilson's passport gave them a reason to evict him from the country. Don't know if there was coordination between the two countries but would not be surprised if there was. I just don't see the problem with this case.
Of course there was coordination between ROC and the US governments.
Not having an extradition treaty doesn’t mean extradition can’t and won’t happen. And such treaty certainly isn’t needed for a constructed outcome of a target being rendered or otherwise packed off to another country.
